Call for Applications: Join the Board of Trustees of Emma S Clark Library

The Board of Trustees of Emma S. Clark Memorial Library is seeking to fill two upcoming vacancies by appointment, and we invite eligible residents of the Library’s service area (which has the same boundaries as the Three Village Central School District) eighteen and older, to apply for consideration. It is our steadfast goal to ensure that the composition of the Board reflects the diversity and perspectives of all residents in our service area. We are committed to assembling a dynamic and inclusive board that embodies the values of integrity, collaboration, and innovation.

What kind of legal entity is Emma S. Clark Memorial Library? Emma S. Clark Memorial Library is a Free Association Library.  It is an Education Corporation under New York State law, is subject to New York State Education Law, and is considered a charitable organization by the Internal Revenue Service (IRS).   Emma S. Clark Library was incorporated on June 23, 1891 and chartered by the Board of Regents of the State of New York on June 21, 1915.  Emma Clark is under contract with the Three Village School District to provide library service to the residents of the district.

What are the responsibilities and duties of a trustee on the library board? The primary responsibilities of the Board of Trustees include setting of library policies, oversight of finances, and planning.

The most important qualification for a library trustee is a strong and genuine belief in public libraries and their mission in the community as centers for information, recreation, culture and lifelong education. Good library trustees are also good library patrons. A candidate must also be willing to devote appropriate time and effort to carrying out the duties and responsibilities of trusteeship. These duties will include regular attendance at board meetings, committee service and activities, visibility in the community on behalf of the library, and learning about the library and the social, legal and political context in which it exists.

How often does the board meet, and what is the typical time commitment required? The Board meets monthly (except July) on the third Wednesday of each month at 7:30 PM at the library.  Committees meet on an as-needed basis.

Are there specific qualifications or experiences preferred for candidates applying for this position? There are no specific requirements beyond being a resident of the Three Village School District and being at least 18 years old.  The Board strives to appoint trustees with a wide range of expertise and professional experience, as well as achieving diversity to reflect the area the library serves.  A background in engineering, architecture, or construction management would be a plus.

What is the term length for a trustee position, and is there an opportunity for reappointment?Trustees are appointed for a three-year term.  Reappointment is possible.

Are there any specific committees within the board, and if so, how are members assigned to these committees? There are three standing committees:  Personnel, Building & Grounds, and Finance.  Trustees are appointed to committees by the President.  Committee appointments may be reviewed annually.  Ad hoc committees are formed and members appointed by the President as the need arises.

How does the board work with the library staff and administration to support the library’s mission and goals? The Board deals directly with the Library Director. Communications between the staff and the Board generally come through the Director.  The Board does not generally involve itself with day-to-day operations of the library.

What is the process for decision-making within the board, and how does the board handle disagreements or differing perspectives? Trustees discuss matters before them and then vote.

Is there any financial responsibility or fundraising expectation associated with being a trustee?  Emma S. Clark Library does not generally engage in active fundraising except for donations to support specific programs such as the children’s summer reading program.  There is no expectation that Board members will make or solicit donations.

How does the board engage with the community and solicit feedback or input from library patrons?  All board meetings are open to the public and anyone is welcome to attend (and to address the board if desired).  Board members are listed on the library’s website and on newsletters sent to all residents.  Board members receive monthly reports from department heads, including information about patron feedback.  All patrons are welcome to request that the library acquire items they are interested in, in person at the reference desk or online.

Are there any training or orientation programs available for new trustees to help them understand their role and responsibilities?  There are many online resources available from New York State and the Suffolk Cooperative Library System as well as periodically scheduled in person educational opportunities.  All trustees are required to complete two hours of continuing education annually while serving on the Board.

Are there any potential conflicts of interest that trustees should be aware of or guidelines for ethical conduct?  Each trustee is required to submit an annual Conflict of Interest statement to ensure that any conflicts or potential conflicts are reviewed and evaluated by the Board.
